I have not overlooked the instructions contained in your Dispatches and Sir B. C. Lewis' Confidential Dispatches of the 11th January 1860 and the 27th July 1860, directing an enquiry into Mr May's conduct, but the decision regarding this officer has been delayed in consequence of the Council determining shortly after the commencement of the enquiry into Civil Service Abuses having to conclude Mr Caldwell's case before entering upon that of Mr May.
It was my intention that before this decision was come to, and unless it were satisfactory, any permanent change should be made in Mr May's standing in the Public Service; - and he is now in precisely the same position as he was on my assumption of this Government, although the duties of his Office have been increased and varied.
